This is just a remake of NoChat by AssKicR. I just added more cvars for more functionality.

get pluginv1.0 - First release.
v1.1 - Included amxmisc.inc instead of creating a stock. Also, replaced PLUGIN_HANDLED by PLUGIN_HANDLED_MAIN.
